You dont have to worry about diversity in a SF game. There will always be international representation. Also even if Ingrid was in fact a "1000 goddess in a 14 yr body" she still wouldnt be a loli, sorry.
Who gives a fuck, she's a fairly unique character playstyle wise. You know you do have to actually play the game and not just look at the characters right?
She has strong fast HP pokes, she has a counter that can be combo'd after, she has a anti air and straight forward fireball game, she has a strong ground slide, extremely fast walk speed, a slow floating super fireball that explodes in a huge radius, has a flash kick style move or a combo ender version with extra hits before the flash kick part.
You are calling out for more diversity yet the only females in the game right now are Cammy and Chun-Li . Guess what Ingrid looks nothing like them in visual design, animation and effects.

Diverse would be adding an arabic female fighter or a black character who isn't a boxer or Birdie, or a southeast asian chick who is a viable glass cannon, or a Chinese charge shoto or something. A blonde chick who looks like fucking Marcy from Chrono Cross is not exciting. Of course she doesn't look like the existing characters in visual design, but that's the problem. You want diversity but within a theme. That's why cultural diversity is good. Gameplay diversity is good.
Ingrid looks like MUGEN in SFA3M and she would look like MUGEN in SFV unless they radically changed her design, and since she hasn't really appeared in any game that was played competitively, why even include her if they're going to radically change her design? By the bolded logic if they added a playable pink pony to the game we should be thrilled. A unique female design, what more could we ask for...

Ryu, Ken, Guy, Karin, Sakura and Juri have a lot of diversity in there. Even Ken/Ryu, Sakura/Karin have different types of design, both in visual style and gameplay. They can change Karin/Sakura to look more unique even if there are still wearing school uniforms or completely change their designs.

She would add diversity just not in the omg this character is black, this character is hispanic this character is from india type of way. You act like there are a ton of white females in SF in the first place. It would be awesome if they add more new female characters with more cultural diversity at the same time there is no one in SF like ingrid
I think a majority of the female characters in this game are Japanese followed by ChunLi,Juri,Cammy,Rose,Elena. So Ingrid isn't really adding much to an already small category.

I am not about to act like Ingrid isn't a trope. She is a magical girl afterall and all that. But here is the thing...so far of the characters we have, this trope is not being used...so her addition would add to diversity of THIS game.
As for the cultural representation....you are still offbase as we will STILL have a pretty culturally vast cast if the Leaks are to be believed (IIRC we are getting an Indian Character, Brazillian, and Africa)..add that to Spain (Vega), Japan (Ryu), America (Ken and Charlie), Aztec (Vicalli), England (Cammy and Birdie)..it is pretty diverse that way as well.
So in the end, the only diversity you want is diversity that appeals to your tastes..
I don't even want Ingrid like that...but she would add a unique moveset, a unique trope for THIS game, and a different aesthetic than other characters are bringing right now. So to chock her up as "another loli" in a game in which there currently are 0 is stupid and shows that you don't really know what it means. In the end, you just don't like the character..that's cool. Stop making it more than that.
