is there any reason it shows Snake walking and slowly becoming Skull Face?
The idea going on at Reddit is that the plans and whatnot for Metal Gears was destroyed upon the dawn of the later games. This would explain the Peace Walker and MGSV Metal Gears appearing more advanced than REX, or the MG Metal Gears. Then, Hal might have found a bit of his father's schematics and built REX in the shape of this Metal Gear, without knowing that there was more to it. Besides, Hal wasn't attempting to build a weapon of destruction when building REX.
Also, Metal Gear RAY was more advanced than these. In terms of movement, they blew it out of the water, and speaking of, they were water-capable as well.
I can't wait for the explanation of how they went from this to TX-55 ten years later.

Huh funny because just now on the 500 hour marathon there was something about time travel from a GZ mission. i didnt pay much attention at the time though.

I fully expect their explanation is that a humanoid MG still isn't feasible on it's own, but if you have Mantis supporting it, he can essentially manipulate it's body like a corpse, which is kind of badass honestly.
