It can't be. As stated earlier, Ono only teases a character if they're either a newcomer or a character that wasn't in SFIV.
This is clearly a Critical Art in progress, & we've already seen Rashid's.

Bison got a tease after Charlie's trailer, but not one on Ono's Twitter. Same for Ken.

I would assume it's a Japanese character, but... aside from Ibuki, I don't know who would have that kind of visual effect. Makoto? Nah, despite the circular hit spark she doesn't really make sense at this point.

What if Zen's the friend in need and they want to reveal them both at once? There's not an obvious event to reveal Zen anyway.

Ono didn't bother to tease Cammy or Vega, so I doubt that this is a tease for a SFIV veteran.
If he was in, I'm pretty sure that they'd save him for either PlayStation Experience or the Capcom Cup.

Well, that move looks like it would be a CA, and both returning Alpha characters (Birdie and Mika) have CA's that look very different than their Alpha versions.

And yeah, I'm thinking either Urien or Zen. Urien is more likely because the bag Ono tweeted about was closed last week- and if all the clothes were inside the bag he must have been near naked like Urien.
Looks like it. You can see circles within the hit spark. It truly looks like corkscrew blow or Seth's ultra, but both of those moves are too obvious + neither character really makes sense to reveal in Japan.

To warrant a Twitter tease, it has to be someone who wasn't in SFIV. So it would depend on your definition of "old".
