Which more or less is what Chun li's is for, you can link stuff you normally can't. Ya they're not exactly alike, but close enough that it wouldn't feel unique to her.
Cancelling normals into other normals and linking things you normally couldn't are not at all the same.

For next character, I heard 4 names after Laura, Gief, Dalshim, Alex and Juri... It seems Capcom have different list of day one characters and give the others as DLC.

There's a non zero chance the final boss is Zangief and Dhalsim
I'm hoping the final boss and mid boss varies by character. Considering the story I'd expect mainly Urien and Bison for most though.
Or a mix of both. Like the legs and arms of sim and the torso and head of gief. Or the other way around.

Let me make the terms clear so there will be no room for misinterpretation once the truth comes out.
- The bet between Zissou & vulva is concerning the possibility of Zangief & Dhalsim being playable in the initial 16-character roster of Street Fighter. Being DLC doesn't count towards this bet. Likewise, the bet between Tizoc & vulva/notworksafe is concerning the possibility of Alex & Urien being in the initial playable roster (not DLC).
- If both Zangief & Dhalsim are not in the base roster and one (or both of them) are DLC, non-playable characters in the story, etc., then Zissou wins & gains $10.00 from vulva. Having only one of them in the initial roster would also count as a win for Zissou.
- If both Zangief & Dhalsim are in the initial 16-charcter roster, then vulva gains $10.00 from Zissou.
- If both Alex & Urien (not one or the other) are in the initial roster of playable characters for Street Fighter V as playable without having to get them as DLC, then vulva also has to change his avatar to whatever Tizoc chooses. This avatar change will stick for the next month. Likewise, notworksafe has to change his avatar to whatever Tizoc chooses, though if said avatar is the exact same as vulva or different will be decided upon by Tizoc.
- If one or none of the Alex/Urien duo get in the game, then vulva & notworksafe jointly get to choose Tizoc's avatar for the next month.

But Tizoc and NotSafeWork already made the deal in other thread so they don't really need to redo the deal again. You should keep Vulva and Zissoc's bet separate from Tizoc and Work's bet.
Edited: Vulva only made money bet not avatar bet. I'm confused now?

Unless, I overlooked something.

Well, if Tizoc actually have two avatar bets then he would have to wear second avatar after he's done with his first avatar obligation. That's how it would work.

The only other solution is to have vulva choose an avatar for Tizoc to use after a month of Tizoc using notworksafe's avatar choice (since his bet came first).

Regardless of if it's classic Capcom misdirection or not, you still have to consider Capcom's "characters you'd expect in a Street Fighter game" comment as something that throws a cloud of doubt over Alex & Urien. I only paraphrased the quote from after Capcom backed off a bit from using the term "classic", so forgive me if I missed a detail. But again, it could be Capcom lying to hide the truth like they did with Hsien-Ko & Decapre.
