Some other great villains that come to mind:

Hannibal Lecter
The Joker
Severus Snape

I'd say the Joker and the Wicked Witch of the West are high up there, but Darth Vader is probably at the top.

U wot m8. Snape is not a villain.

To address the OP: IDK, he's certainly iconic, but I wouldn't say he's necessarily universally loved. Some people find him extremely dull.
Joker was a good example.

Probaaaaably the most beloved villain is.......

(Harry Potter Spoiler)
At least for 6 ¾ books he is. And only because he was horny for her.

Hugely disagree. Readers get a huge sense of his character by the resolution of Sorcerer's Stone. It's really only
at book #6 that readers may believe he's actually a villain. But in reality, most people were able to call the fact that he was a super-duper spy all along, because his character has already been so well defined.

Yep, me too. These two are probably the two most iconic villains in fiction. Hard to pick between them.

I'm not sure how popular he is outside of the Anglosphere, but Professor Moriarty was quite a bad ass too. Maybe not in what he did, but just the idea of him as an evil version of Holmes.

Do HP fans think Voldemort was a good villain?

Voldemort was a very typical villain to me, nothing special. The point thought was that he was the representation of evil. It's really just a good vs. evil triumph story. Very cartoony. But that fit the story.

He is mad because Harry reminds him of a young James who by all accounts was an asshole during his time at Hogwarts, not to mention the fact that he ended up marrying the girl he loved.

According to a good portion of GAF, this is a sympathetic and righteous "villain"

Yagami Light from Death Note, for those who don't know

A lot of people hate Anakin's portrayal in the prequels, even though his Clone Wars appearance is much better received and his Vader persona is culturally iconic at this point. Still, that's almost a good half of his time on screen.

People seem to love Big Boss as far as games go.

I don't think people actually care that much about Vader as a character, only as an icon of the franchise and sci fi.
You're crazy. People love the character, the design, the breathing, the voice, etc. Especially kids. There's a reason Darth Vader toys sell better than any other Star Wars character.

No that's probably Ronald Reagan.

Oh man I read a reddit post about a guy who dated a girl who was too much into Ronald Reagan, scarred me for life.

Some people go as far as to say he was the Hero of the story *shrugs*.

Maybe because he's so iconic? :P

I know of a lot of people that don't think too much of Vader as a character. But when they think of Star Wars, they think of Vader. They like the franchise so they'll buy the icon.

That's because people get "hero" confused with "protagonist" on the regular.
Then you have a division of moral and ethical values. To me, Light's the villain. He's the protagonist as well. And he definitely goes through the hero's journey, heh.

Vader's not even that evil. He's mostly a villain by association with Tarkin and the Emperor. What's he even do? Kill Ben I guess but Ben was into it. Plus he kills that knucklehead Imperial officer so his kill count is even Stevens good guys and bad. I suppose he shoots down some Rebels around the Deathstar but the Rebels were actively trying to murder like a billion people so that's fair self defense. Vader puts Han on ice but Han was a deadbeat trying to cheat a gangster so he deserved it.

He looks imposing and he's got good menace and all but you can tell his heart isn't really in it.

If we were to ignore obvious choices like The Joker, I'd vote for this guy.

Not to be a dick, but I don't see how he could even enter the conversation when compared to the likes of Vader and the Joker. He's made zero cultural impact.
