He looks imposing and he's got good menace and all but you can tell his heart isn't really in it.

Joker is...ok. Most of his outings haven't been nearly as strong as the TDK version. The nicholson variant hasn't aged all that well (it just seems a bit too much like nicholson playing nicholson..which is kind of his thing) and the C.R. version is LOLworthy.

Vader is technically the hero too.But he's a hero for the rest of the series and whenever you ask anyone about arnold in terminator they always refer to 2 not 1. The one where he is the hero.
And even the love for that still isn't as big as Darth Vader. My vote is Joker.
