It does, but Paul Ryan has been trying to play both sides for years. Basically, the Tea Party will vote for him without reservation, but he's also got enough ambition so that the establishment knows he won't pull the trigger on any of the insane shit he's advocated for over the years.

Paul Ryan has been able to stay in good favor the tea party by constantly proposing insane budgets the tea party loves, while staying in good favor with the establishment by not calling to shut down the government in order to enact those policies.

They can't pick a presidential candidate worth a damn, and can't even pick a Speaker worth a damn. There isn't anybody in any function of the party that can reliably take on the role of a leader.
I wonder how long the GOP will circle the drain until something implodes. They simply cannot operate based on the demands of fringe crazies and the crazies they vote in. That's not a plan or platform of any kind. 8 years of being "the party of No" obstructionists has resulted in them realizing not one of them can actually lead.
