A popular character that is still hated by some are characters like Rosalina from Mario, Elsa from Frozen (funny as this two use nearly exactkly the same design) or Isabelle from Animal Crossing. Just to name a few.
They have design and characteristics that attract lots of people (males and females) from all ages, even if theres still people that hate them because of that same tropes and design elements they are using. But those characters sell, and the two companies (Nintendo and Disney, in this case) know it and merchandise them appropiately.
Lightning has neither of those, even if Toriyama tried time and time again to push it like she did. She has no selling momentum, and the tropes and designs she uses are only liked by a few number of people, even if they like to be vocal about it (theres basically no market for her outside of a small niche, and I can assure you thats not because she is an "anime" character, but just becuase she uses tropes of anime very few people like).
Cloud had the luck of being in the right moment at the right time, and in a good game. If not he would probably be hated similarly if he appered for the first time in similar Finals as XIII right now.

I don't know about that. Lightning Returns sold pretty poorly.
As has been pointed out numerous times with that poll from various places it:
1) Is a fb poll that comes from a page with a measly 20k followers. The sample size is incredibly small and proves absolutely nothing.
2) The page itself did advertising for FF13 quite a bit at the time of that. The page itself had a bias for Lightning and that in turn would turn off people who didn't like her in the first place from even seeing the poll.
3) 13 was the current FF series. The FF protagonist of the recent FF game always leads any of these random polls simply by virtue of being the new protagonist. Most of them fall to the wayside years later with little fanfare.
4) The poll itself closed incredibly quickly and there's numerous ties within the poll itself, which only further goes to show how incredibly small the sample size for this poll was.
That combined with the fact that the FF13 series saw an incredible immediate tank in sales (seriously by the time we got to Lightning Returns, the game was barely moving) all leads me to believe that the vast majority don't actually like her as a character. She was pushed hard by SE at the time, that's all.

There is also a strong pattern of every sequel to JRPGs during that time underselling their originals by quite some margins (i.e. Tales of Xillia II, Bravely Second).
