I think the second list might have been shows that reached a certain threshold of voting rather than a limited selection to vote from.

It's one of the few shows that can convey emotion, make you laugh, and tell a story without a single word spoken, which makes it easy to watch in any language. It deserves a spot in the top 10 at least. It being number 1 is subjective.
