I think the most likely situation is that it is a placeholder because the real frame holds a spoiler image. Now I wonder is this really a horrible thing for it to be used in promotional material through a Sony/PS4 title if Sony/PS4 already had the license to use any art from video games that were promoting through them (IF AC4 had promotional material with Sony/PS4)?

Well re-thinking this and yeah, a lot of beaches can look like that.
They look totally different.
Different eyes, nose, mouth, facial shape, hair... I'm actually having a hard time seeing any identical features.

It doesn't matter if the image was used to design the level, it matters they stole other concept art for use in their trailer. Lazy? Cheeky? Either way it's dumb.
at least the actual level shown after the concept art/painting in the trailer is not really similar, so I think everything will be ok if they just change the picture in that scene.
I still vote for a Crash Bandicoot picture instead.

You'd all be surprised at the amount of textures in games that are simply lifted from a Google Image search, with either no, minimal, or heavy touch-ups. Sometimes intentional, sometimes accidental (ie. the artist just needed something quick as a placeholder but then forgot to come back to it). I've seen so many artists that either had no notion of copyright law or just expected that if anything they put in the game wasn't okay, it was up to the legal or QA departments to tell them.
In this case considering the art was touched up to remove a character, I'm assuming it wasn't intended as just a quick placeholder. It's disgraceful at best.

Id say it's more than slight. To my eyes it's just as close as the Ellie to Ellen resemblance. The point is that this has become a pattern for ND at this point what with the unattributed artwork in TLOU and UC4 as well as unaccredited likenesses. I mean I can give them the benefit of the doubt once or twice but FFS this concept art ripoff is an absolute blatant cropped copy job.
I don't think it's reaching, there definitely is a resemblance even if it's not uncanny. Maybe they didn't straight copy her face, but you can tell they were possibly inspired by her. Happens more than you think in the industry where devs use a reference model, and tell their artists to riff off of him/her.
yea maybe Nathan is just an AC fan and got the painting from Ebay.
