Dunno about the twitter list. I'm assuming the OP has to add them manually? I don't think I'm on it either.

If you make a miifoto it'll give you an option to post it to twitter, it's as simple as that

idk because I haven't checked if its a thing but do you not have the option to import through QR code? like through the mii creator or whatever its called?

Never thought I'd be installing Miitomo as the first app ever on my new phone. It's a bummer the app isn't available in my country, though -had to download the apk instead.
