In the worst possible scenario where we only have Smash Wii U with all the DLC included, well, that means the seven DLC newcomers would now be part of the base game. As such, they don't have the excuse of being DLC characters to lack custom moves, or their own Challenges and Events. Those would be added at least.
Now, this is Sakurai we're talking about. As IntelliHeath and others have pointed out in the past, the man has ran a marathon's worth of extra miles. I don't see him stopping now. I wouldn't be at all surprised if Street Fighter and Final Fantasy (VII) saw more representation in the form of music and trophies to be on par with the other third parties.
The main purpose of putting Smash on the NX would be to entice those who skipped the Wii U, buuuut by the end of 2015, 4.61 million had bought the Wii U version, and you can't tell me Nintendo wouldn't love as many of those sales as possible to double-dip. Doing the barest minimum isn't going to achieve any excitement with those who already own this gen's installment.
Thus, new content to entice newcomers and veterans alike. It plays perfectly to Sakurai's philosophies, Nintendo's interest and the players' wishes. Mark my words, this ain't gonna be no mere port.

Kalos Pokémon League will have an additional form called Nomega Form.
In this form no mega Pokémon will appear in the background.
Luckily none appeared to begin with so it wasn't hard to implement this option.
