I think they are just being oblivious to Toriyama's short term memory.

They are following blindly what Toriyama is doing without questioning it.

Cabba's anorexic body with no "anime adaptation" to his design is a proof of that.

Here they probably thought Toriyama remembered Trunks had purple hair and decided it make it blue.

White wouldn't clash with Black though. On the other hand, Goku Black likely will have transformations too, and he could be the one pulling some kind of white powered up form (not necessarily just an hair change like the SSJ forms) and that's why SSJ White would clash with it. So, if Goku Black is the villain Toriyama talked about we won't see SSJ White in this saga, unless it's just Goku Black himself using it.
