An E3 announcement would be terrible for Xbox One sales and any Xbox One exclusives they have lined up and would do enormous damage to the Xbox brand over the year and a half before it arrives. Its not going to happen before Q4 2017 at the earliest - the specs are targets and much of the hardware is at least a year out if you believe the numbers and components that have been thrown around. Contrast that with a console we know is launching this year - the Neo has had devkits in the hands of 3rd parties since 2015. Even if they cloned the Neo's APU they wouldn't be able to launch this year because you need to start full production in Aug/Sep and they don't even have dev kits out, much less supply chains and foundry space booked. They're much better off waiting until they can guarantee a visible step in performance over the Neo at a similar price point and that wont be till late 2017 to (more likely) 2018 when Vega, Zen and HBM make that plausible.
I see the Neo leaks as having caught Xbox off guard on both timing and capability and they're scrambling to bring what was planned as a true next gen product forward to compete. This is somewhat similar to what happened when Xbox announced and released the 360 more than a year before Sony was comfortable launching the PS3.
