Activision does, yes. And through mergers, technically the same entity always has -- Universal Interactive owned Crash to start, became Vivendi Universal Games by merging with Vivendi, and then Sierra was merged into THAT company, and then VUGames/Sierra merged into Activision to become Activision Blizzard, which bought itself back out of Vivendi last year, but all the parts that used to be VUGames stayed with Activision Blizzard as they bought the games portion (themselves) out of Vivendi. It's a clusterfuck.
When I said "License" I was saying they could give Sony a license to use Crash and still OWN the IP themselves. Which they obviously did for its use in Uncharted 4, if there hasn't been a sale, and no one has any concrete, verifiable, on-paper reason to believe there has been.
