that is true, but I think Bethesda handles QA with their published titles - see Fallout New Vegas as the most egregious example.

I didn't play the first one, so this is an uninformed decision, but this seems like quite a lot of powers. Did it make the first game easy or no?

It depends on how you play. Doing a full ghost run in the first game certainly isn't easy.
