spoilers. It is very likely that if you simply continue playing, you'll eventually get the keycard one way or another.
How to Get the AtlasPass V1
The AtlasPass V1 blueprint is given by Nada and Polo aboard their Space Anomaly. Specifically, Polo will give it to you in exchange for transferring your scanned creature data. When you first see the Space Anomaly varies a little bit depending on whether or not you chose the Atlas Path.
If you followed the guidance of the Atlas...
After you complete the hyperdrive tutorial and can craft warp cells:
You need to hunt down your first Atlas Interface and complete the interaction there before you can encounter Nada and Polo. You should have a "path to waypoint" on your galactic map ending in the Atlas Interface system. (Switch between path options on the map with L1 and R1.)
After this, make a single jump along the path toward the galactic core, and the Space Anomaly should be waiting for you there.
If you spurned the Atlas...
After you complete the hyperdrive tutorial, begin jumping along the path toward the core. The Space Anomaly should turn up after just a few systems.
In either case, beyond providing you with the Pass, Nada and Polo will also seemingly show up every so often along your journey, and will always offer you the choice to highlight a black hole, locate another Atlas Interface, or just provide some resources. Polo will also offer a random blueprint each visit, and give additional blueprints in exchange for units.
It has been reported that you can also obtain the V1 blueprint through random interaction with aliens on planetary outposts.

What can you do with an AtlasPass V1?
Once crafted, the V1 card will last forever and is never consumed- you can open locked doors and containers for free.
The biggest advantage of an AtlasPass V1 is easy access to
hyperdrive fuel materials. These are found in red barrels on planets, around almost every waypoint:
They can contain free Suspension Fluid, Electron Vapor, or even Antimatter outright. These barrels are easily found and since the other components of Warp Cell crafting are very common, it becomes very simple to keep your hyperdrive fueled.
Getting the AtlasPass V1 is a threshold after which you can warp much more freely because you can stay fueled essentially for free, and even if you do run into trouble in a new system, a trip down to almost any planet can resupply your stock.
Additionally, the V1 provides easy access to additional
exosuit inventory upgrades. In every space station, if you're looking toward the inside of the station, the door on the left side of the interior will be a locked V1 door behind which is a guaranteed suit upgrade. If you remember to grab this in each new system you hit, you'll quickly be able to reach the maximum of 48 slots without much effort.
What about the V2 and V3?
The V2 and V3 versions of the card are obtained randomly as blueprints through alien interactions. If you have the V3 version, it will also unlock V2 doors if it is crafted in your inventory; however, you must keep the V1 to access V1 locks.
The rooms behind V2/V3 doors appear only to have some carbon, plutonium and trade commodities in them. Checking them can help you resupply without having to mine, but that seems to be all there is for now. However, it is worth mentioning that future additions could require V2 or V3 cards to access.
