From the article at Giant Bomb, "Starting in October, every PS4 game is required to ship with both a Base Mode which will run on the currently available PS4 and a NEO Mode for use on the new console."
FFXV launches in September. That means FFXV is not required to have Neo-specific performance (yet) and Tabata has stated that they have not been working on Neo-related performance improvements, so take that as you will.
Last Guardian, however, launches in October, so will be required to take (some) advantage of Neo's power. Hope that helps!
Though every PS4 game released as of October of this year will need to support both the original PS4 and the NEO, that doesnt necessarily mean that the Neo will release in October. Additionally, games released in the late September window will require a day one patch that updates them to NEO standards. The documents weve received explicitly note that devs are allowed to launch NEO-ready games before the NEO itself releases.

DON'T expect Neo by the time of FFXV. It will most likely launch in October or early November.

Kagari, do you think there will be vanilla PS4 slim version? I think PS4 slim version at 249$ - 299$ + FFXV combo will increase hardware sale.
Well, it was a good run while it lasted, OG PS4.
And I also thought the strip of colors might be implying HDR support.
So this the beginning of the yearly releases right? Guess I'm out of this and might just get a good PC.
So how much supercharged PC technology is this thing suppose to have? Lol
Gosh the more I read about this the more I need to see the games running on it.
Console games on Neo and Scorpio with that power even at launch should make our eyes bleed.

Don't get so excited, most of them (atleast on NEO, no idea on scorpio) are going to be upports anyway. Its just the easiest way to give everybody a quality experience, most especially the 40 million userbase already lined up.
NEO is still a niche device that won't be considered anything more than a more powerful PS4, thus no push to take extra advantage of it outside of res, FPS and a few small graphical extras.
Fluctuating 30/60 = solid 30/60 and 1080p minimum at all times is the base expectation you should have.

As sexy as the Destiny TTK LE PS4 is, I would sell that one. I'm sure Sony and Bungo/Activision have a bunduru in the works for Destiny 2 next year.The real question for me is to get rid of the Destiny TTK LE PS4 or the UC4 LE PS4. I wonder if it will be a similar form factor....
I really don't care about NEO. I am sure Sony will cook up a demo that is not possible on the hardware and tell us it is running in real time on a NEO. I don't care. Sony has disappointed me so many times with so many false promises. The only thing that would make me get a NEO is to see the Uncharted e3 2014 trailer actually running in realtime on the NEO at 1080P 60FPS with the same level of anti aliasing as the demo. To prove it, I want to see them pause it and move the camera around. Anything else would be a disappointment NEO-wise.
I do want to see more of SpiderMan and Horizon Dawn.
I really hope the majority of devs are focusing on just offering graphics and fps improvements over going resolutions higher than 1080p

Uh, every game is not expected to be 1800p minimum, that's crazy talk. Sony have said that at launch, the only requirement will be that games are 1080p minimum and the FPS doesn't run worse than OG PS4.
You might be confused with the PDF stating that the NEO mode SDK at the time only allowed for higher resolutions with no downscale, but would be changed to allow 1080p rendering in later SDK's.
Devs are not going to be restricted to rendering in high resolutions versus 1080p and huge amounts of AA or smoothing over GPU bound scenarios.
