To be honest, I dont like having a go at reviewers as its a thankless task but some of the wording in that review is outrageous.
To actually go after and attack a developers integrity and passion like that quote above is shocking. Projecting his own bias and opinions to drive his slanted narrative is incredulous.
If I was Microsoft, I would actually put them on the blacklist and I dont say that lightly.

How Forza games always work is...
Car Pass = Normally first 6+ packs of cars.. or months. A certain timeframe where you will get all cars released. Also normally a pack right away. You do NOT get every car pack ever, this will have a cut off point. You do now get the cars instantly.. before you had to also purchase them in game with currency.. no longer thank god.
Any DLC is usually in the form of expansion pack and the car pass does not have an impact on that. You will pay full price if you want it. Sometimes they have given slight discounts for VIP members but VIP is a totally different add on.
So.. my advice is this.. if you do not care about extra cars as the game comes packed with plenty do not buy the car pass. If however you want the game early and also want the extra XP and other perks you get with the VIP then buy the ultimate edition and get everything right off the bat.
But you really do not need any of it and can go base game.. play at actual launch date and then buy the DLC expansions when they come out at a later date. They normally are very well done.
Hope that clears it up.. most of us are used to it as it is the model but I can see it be hard to understand coming into it.

I actually prefer more traditional arcade racing games to open world racers but I don't think I'll be able to constrain myself here. It's looks so gorgeous and I really need a good racing game for my Xbox One now when Dirt didn't rock my boat as I thought it would.

You can buy a code from outside the MS store I'm sure and simply redeem it on your account. As for UWP, if that's what it takes to have cross buy/play then so be it. I really don't understand how some people are so offended by UWP apps, makes no sense to me.

Watched some reviews and damn the game looks gobsmacking. I always thought of Forza as a big brother of Horizon ( Horizon being the little brother that is ), but if the series keeps pushing it might as well surpass Forza in sales.
At least...I think Playground deserves as much praise as Turn 10 for delivering an absolute awesome game.

I can understand the price maybe, but I really wouldn't worry about buying a UWP game that is first party. Especially one that is play anywhere because it's essentially the same as just buying the XB1 version and getting the PC version for free. You will get it on both platforms no matter what. You can't buy them separately as far as I know.
UWP will only really flourish if they start selling third party games. That is where the real money is for UWP. I wouldn't buy a third party game on their storefront if UWP isn't more open for mods and such and if there is a steam version available at the same time.
What was wrong with KI? And what about KI was a problem with the store that it was purchased off of?

I'd like to know too. I haven't had any issues with KI of GoW (or Apex for that matter, although it's free).
Recore, KI, Forza Apex, Halo 5 Forge and Tomb Raider have all been fine.
