You seriously think if he put this out on the eve of Trump getting inaugurated that it wouldn't come across as 1) sore loser and spiteful and 2) also undermine our democracy? It would have been treated not as an attack on the country but as a partisan issue. What we now know is he felt there was enough information coming forward that needed to be investigated but fat chance he was going to get house and senate to actually do anything on that information. Instead it seems he made a call to make sure what was investigated, could not be removed or destroyed, paving the way for whistle-blowers and leakers to siphon details to the public if the republicans themselves wouldn't do anything about it. Because of this its not a partisan issue, and if Republicans don't pursue proper investigation they will be on the wrong side of history and our country will actually maintain its checks and balances without one party directly trying to sabotage the other in the transition of power. This situation was a shit sandwhich for Obama that he tried to play cool during the election and Hilary ended up losing, he paved the way to still possibly have it work against trump while maintaining the plausibility of due process and checks and balances.
