Yes. You can try literally dozens of different email providers. It doesn't have to be Gmail or Outlook.

shit you can even get free hosting and pick some random free domain and configure email on it. options are pretty much endless.

No, it isn't required. I created a second Gmail account without needing to add my phone number. I don't have a phone number tied to my main Gmail either.

It is require. You can proceed past the phone number stage without adding a legit number then they send you a confirmation txt.
