Why not both? Having an actress with breasts doesn't mean the script will be bad. In fact, we've seen for years that movies, TV shows, and games that try to soften these attributes in the name of inclusivity often end up being dogshit because made by people that care more about politics than writing something actually good. Lara Croft in SOTTR (which is terribly underrated IMO, best Tomb Raider since Anniversary) was still very feminine btw, far from "flat as fuck".
So yeah, give me someone like Rhona Mitra because if the writing is actually bad, I still have something to look at rather than Sophie Turner who, in addition to not being a very good actress, has no curves

Time and time again people online constantly focus on aesthetic first or actors first, but a good project always comes down to the writing, which includes the scenario and action writing as you've laid out. Good direction can elevate acting, but good writing can elevate everything else.
