The MGS 2 suit is a tighter, more swimmer-style outfit because the game's two locations both took place around water.
In MGS 1 he was in a snowy environment, so his gear was heavier, a bit more armored, and warmer.

It's a tragedy. Vegas 3 and siege 2 should be out by now. Instead it's going into it's 12th year and will likely not get a sequel in the next generation either. I can't bring myself to play it anymore.
