This seems like the best way to do it, if you're going to at all. Release on Gamepass years and years after everyone has already played the game so you can get that Microsoft $$$ without losing any sales

well, CDPR is generally very pro consumer and they aren't yet on the Microsoft Store on PC,
when going into PC game pass they would need to add their game to the Microsoft Store, and it would be very pro consumer to make it play anywhere with that step.
so, I simply assume they'll do that.
but I think there have been some older titles that weren't on the Microsoft Store in the past and became play anywhere retroactively.
maybe Resident Evil 7? I think that's one where it happened

That it's a rather uninspired marketing tactic is beyond dispute, but it's clear when you can identify people who don't follow or know about GamePass and the way they've been announcing game releases for the service.
Melissa McGamepass is an "idea" from four years ago, and now (for whatever reason) they've brought it back...
Cyberpunk will be just one more of the games arriving this month in two batches every two weeks. It's not like what you pay for the month is only for CP.
That monthly fee covers Cyberpunk, the remaining ~12-17 games included this month, games from recent months, the entire accumulated catalog (including permanent first-party games), and a 10% savings on each purchase.
PS. Perhaps the relevance given to it has more to do with its arrival in the Playanywhere catalog.

I like when they bring games like this to GP that I already own on PC so I can play it on my console too with crossplay.

Dozens, if not hundreds. Kingdom Come Deliverance 2 just this week. Resident Evil Village before that. Square Enix, Warner Bros, Capcom games become Play Anywhere retroactively often when they're being added to Gamepass.
They get paid higher contract money bag if proper ecosystem support.
Melissa McGamepass has been around since 2021.
Resident Evil 7 was Play Anywhere at launch back in 2017. Resident Evil 8 became PA retroactively.

They know this but some don't understand the appeal of having a big already paid for subscription library.
I don't get it. I consume games like I consume TV series today. Sometimes I binge and sometimes I dip my toes on multiple things to see what I like or what I'm in the mood for.
Either way, Cyberpunk is old for me. But I saw this morning that Kingdom Come Deliverance 2 is up now! I've heard good things about that one, said to be GOTY quality. Will definitely check it out.
