Hasn't happened to me (yet?). But seriously, you can get keys for games that are on the index in Germany very easily via key shops. And I just download mods for these games, like RtCW, via moddb.

I'll never understand why RTCW wasn't huge enough to be an ongoing series, sure it was successful but it was overtaken by other stuff so fast. I was completely blown away when I first played it, it's just so varied but also well made in every way, from the boomer shooter stuff of the later sections to the earlier levels where you mostly combat Nazis and have some rudimentary stealth capabilities and clever things to do as you go around the levels completing objectives with fun to gunfight AI, clearly inspired by GoldenEye. The first Call of Duty came a couple years later and Medal of Honor only really got up to speed later on after the earlier console games, and they didn't really do anything beyond what RTCW had already done, so why didn't we get to see a whole range of Wolfenstein games alongside them, we could have some focusing on the realistic WWII stuff, expanding on the stealth AI and gunfights and objective based levels, others on the supernatural stuff, etc. And of course the multiplayer was legendary too, not just the later Enemy Territory, but again overtaken so fast even though what came later wasn't really any more compelling or inventive. We got so robbed...
