Off as in shut down? Hold power button for 2 seconds, a menu will pop out that asks you to turn Vita off.
If you mean suspended mode - the less tabs open the better, my guess is a game running in the background will drain battery the most.

Actually I think the confusion stems from people trying to access the PSN store on their US or EU account, where those stores aren't set up to handle the Vita yet.
Don't think there's been anyone having problems accessing the Japanese PSN store from outside Japan.
You're wrong... It's account locked though.
Where did you hear this? It's not true. Yoshida said on twitter that firmware at us/eu launch will let gamers download from relevant store.

I heard (can't remember source) they shipped 500k but then it was sold out before launch so they shipped 200k more, so over 500k confirmed?
Andriasang. They said initial shipments might be 700k (500K+200k).
If so, that is one hell of a launch.
Certain parts can chug especially in the last third of the game but it's not as if the FPS crashes everywhere. I noted it a few times and moved on.
He also doesn't know what he's talking about in regards to the screen. The screen itself looks amazingly. MvC really stands out due to the vibrant colors.

I wonder about this too. Have anyone tried online play with 3G? Does it even work or it is blocked by the OS (at least for certain games that requires low ping)?

Holy shit! That's a disaster! The worst possible case scenario! That means that if a game is released in Japan only, it will be COMPLETELY IMPOSSIBLE TO EVEN IMPORT IT!!! Truly locked away in Japan only forever!
Not to mention that us folk who live in Europe and have US PS1 games on their PS3/PSP won't be able to play them on the Vita.
How the hell does this not have it's own thread yet? That's an apocalyptic scenario!
