Why does it feel like I'm spoiling Christmas in this thread?
It's not just introduction time. Otherwise I could argue that Luffy will never find One Piece since he's yet to find it after all these years.
It's the combination of the time since Smoker has been introduced and the amount of attempts he's made at trying to capture Luffy and FAILED. It's like a more mature version of Team Rocket in the old Pokemon cartoons.
Smoker's only role in the story right now is chasing after Luffy. Unlike serious opponents like Akainu who killed Ace, Blackbeard who captured Ace and is trying to become Pirate King, or even Hodi who was the "arc threat", Smoker is not a real hindrance in Luffy's progress. There's no revenge story, rivalry, or threat to Luffy or his friends with Smoker. And not only that, but he doesn't even have a villain personality. He's a "good marine". He doesn't hurt civilians, he doesn't do shady side deals, nor does he have a questionable moral code like Akainu. The only reason Luffy and him don't get along is because Luffy is a pirate and Smoker wants to catch him. And let's not forget the fact that his second in command looks like Zoro's best friend/love interest.
He's a "funny" nuisance. He's been that way since Luffy defeated Crocodile and downgraded his unbeatable Logia powers from possible threat to "when Luffy figures out Smoker's weakness he's toast". And giving him a pair of sun glasses isn't going to suddenly turn him into a serious villain.
In fact, I'm going to guess that Smoker will "almost" capture Luffy again, but then Jinbei/the Fishmen will get in the way and allow Luffy to escape.
