I'm surprised that people are surprised by this. They are going to do something. The question is, are they going to do something that's reasonable or something that's half-baked and ill-advised? Probably the latter, but the current proposal being DoA is a positive sign at least.

Wouldn't a hair net for a cat have to encompass the entire cat to be effective, and therefore be not so much a hair net as just, well, a net?

Do you get them on the cats by setting up a trap in a tree branch then inducing the cats to trigger it by scampering comically through a trip-wire?
