The art is far from good. There is no rhythm or reason as to why certain characters look the way they dude. I've seen fan art from before episode 167 that was more tolerable.
On top of the suspect art and ridiculous over the top animation, it was a terrible episode, even by Naruto anime standards. It was filled with inaccuracies in comparison to the main story, art that is completely devoid in semblance from the main story, and unnecessary filler that drags the whole experience down.

No, sorry. It does not have poor art. Is the art different? Yes. More stylized than usual? Yes. Poor? No.
It's a great looking episode featuring work from extremely talented animators. There is no real reason to call it bad and insult their work. Silly video too. I know what good animation is.
