I'm pretty sure it's a blanket ban; that is, whatever tags Waypoint decided to use (for user convenience, or whatever) that had to do with SDCC panel footage were set up as auto-blocks ahead of time. I'm sure someone's working feverishly to get this particular one unblocked right now.
