It's nova the only light attack anyone does is the air dash (down) light overhead that pretty much unblockable at this point.

What do you mean?

Many of Nova's move cause a fuckload of hitstun. That's what allows him to do those Nova staircase combos.

For Taskmaster you need to delay hits sometimes to avoid unwanted direction changes in combos, let some moves connect completely, etc.
