I'm pretty sure the guy who storyboarded that particular episode of naruto and the guy who did the key animation in the train fight of Cowboy Bebop are the same person. I could be wrong. I've also heard that homage was being paid to a martial arts movie and was choreographed similarly from a scene in that movie. Don't know which movie.
