One argument I've heard to justify the selling of body armor (and other such equipment) is that police officers often buy it because their employer doesn't supply it/can't afford it . It's comparable to teachers who have to buy their own class room supplies because the school can't afford it. It all could be (probably is) bull shit, but that's what I've heard.
