There's an acceccibility option to make everything double the size, it works well for me on the sofa and has clearly been properly designed to act as a primary UI, even Metro apps scale to it. It's not just scaling, but it actuallu rearranges the layout to accommodate the bigger elements.
The biggest shortcoming is that the Start screen doesn't support the 360 controller. What the hell, Microsoft?!
I use XPadder to map X360 controller to keyboard input. Start screen does work really well with a controller! It would be nice if it was built-in functionality though.
