In a nutshell people are using a helmet to bypass the sybil system making dominators useless and are causing riots all over the place.

Naruto's reaction to Itachi asking him the question of how he managed to escape the Planetary Devastation (since he said it meant certain death) was hilarious. Really fun and good episode for this event. Bee feels pretty useless.

There's a super-psycho who is immune to the Sibyl System. No matter what he does his Psycho-pass is clear and his Criminal Coefficient is really low. He is plotting to destroy the fake utopia the system creates along with his Korean partner. They are the ones behind all the previous crimes in the first season. They then create and distribute special helmets which allow people to block the scanners, and cause chaos all over the city. During the chaos they invade the Nona Tower - where the Sibyl System is kept, hoping to unravel the mysteries behind it. Kogami, Akane, and Kagari figure out something is up, and they go after them.

Looks like the lead roles are played by Yoko Hikasa, and Yoshimasa Hosoya (Arata in Chihayafuru, Sentaro in Kids on the Slope)
