This game is being published by Atlus. The previous Atlus game on PS3, Persona 4: Arena was region-locked. The rumored release date for Dragon's Crown in the west is early August, so they might do it again to prevent reverse importation.

I'm possibly being optimistic, but I'm thinking probably not. Persona 4's a huge deal for Index, they probably intended that to be a huge seller, plus the VA contracts might've called for it. The first doesn't apply, and I'm guessing probably not the rest either.

Game is confirmed 50 on PS3 so no clue why people are trippin over the JP price.

I'll consider it a steal if they add value to that 50 with cross buy

Sony's own games, so far, have been pretty good with the Cross buy support.

Is that 8190 for either version I'm assuming? They'll probably be relatively similar, but that much for a Vita game seems unreasonably unfair to the fans.

Sometimes I think threads about Japanese releases should avoid listing the price so we don't get comments like these.
