I always thought Copland was an underrated movie, and probably is, but I thought the movie wasn't well received. It's sitting at 72% on RT.
As for the two, they both make great movies. Rocky and First Blood are amazing classics, and Predator is too. Then there's Terminator.

Rocky is great, First Blood is great, the rest is at best good (Rocky II), at worst abysmal (Judge Dredd). I don't know. Schwarzenegger's movies have been more memorable to me, maybe because even if they suck, at least they usually have a few great moments/one-liners. Running Man, Total Recall, Conan, True Lies, Terminator... there's just more variety, maybe that's why I prefer Schwarzenegger.
Stallone on SNL was amazing

But it doesn't matter because JCVD was the best action star. Arnold and Stallone didn't have martial arts. Just muscles and guns.

Not a big fan of Stallone's work. It's basically First Blood vs. Terminator/Predator/Conan/Commando/True Lies. Not a contest for me.
To me Stallone is most believable (as far as powerful/brute strength) in the most recent Rambo flick.

I think both are incredibly intelligent men, but neither of them really get that across on screen. Sly has a much deeper acting capability, but he just doesn't show it off that much. I probably enjoy Arnold more, though... because he presents everything as if both he and you are in on the joke, and he just wants to entertain. He doesn't care as much about being taken seriously.
