They said that about October as well and despite spending about 110 (if you include 50 for plus) I did not get the rebate.
You should have contacted them. I've found their customer service to be great. Anything can happen, of course, but I'd be more inclined to assume they'll honor that agreement rather than not.

Yes, it's yours for as long as you're a PS+ member.
If you join right now, you can download Spec Ops and it's yours to keep as long as you are a PS+ member.
If you join ahead of the PSN update tomorrow you can 'buy' & access Spec Ops for as long as you have a valid PSN+ subscription. If your sub lapses, you lose access. If you resubscribe, you regain access if you have 'bought' it (aka go through a purchase of it while being subbed - you don't need to actually complete a download).
So yes, subscribe right now & you can download Spec Ops & keep it for as long as you have PSN+. When people talk about things being removed from PSN+, they mean for that initial free "purchase"/unlock. Once it's unlocked it's yours while you're a subscriber.

I'd say it's definitely better for Vita (at least based on my knowledge of those games), debatably neutral on the PS3 side (we already got the Cave, War in the North appears to be merely okay, and whether you prefer Demon's Souls to Okami HD depends on your interest in each game and whether or not you played them before). Ultimately I'd say both regions got decent to great updates.

There was never any excuse good enough.
Never played 999 / don't usually enjoy these types of games seemed like an alright excuse to me, though now I hear that playing 999 isn't all that important to enjoy VLR?

They don't actually wipe them, they just didn't guarantee them after the 6 month grace period. AFAIK, they've changed the wording and now they just say your saves will come back when you resub no matter how long your sub ended.

Ideally you'd play 999 first, but if that's not possible/practical, you can just start with VLR. A couple of the big reveals won't have the same affect on you, though.

EU and US both got the "lord of the rings thingie". SO i think that comparison is a little off.
It might be a little off, but it still portray the situation. We get old crap here and they get new stuff haha. Also, they get 2 PS3 games each month and we only get 1! I'm jealous.
Edit : They even got 3 in January!

Get an EU account then, its a really simple solution you can buy a code online. No EU CC needed.
I think its clearly the Publishers that are determining this and regional market differences. In the US they don't want to give out those games, maybe they sell better over time here IDK but I really doubt SCEA is intentionally giving us crap.
And to be honest the two months have been great in my opinion. I like the game selection more than the EU selection and I have both.
That's when they got God of War too right?
I know they aren't intentionally giving us crap. That would be quite sad. Maybe SCEE works harder to secure newer games?

I doubt it. I think the US publishers are just stingier.
I think Red Faction: Guerrilla is one of the five best games of the generation, though I think that in a very large part because of its god-tier multiplayer.
No. No! I love playing the game, even on controller. Hell, I can't count the amount of hours I've put into even the GBA version of Super Sprint.

Its about 65 for the euro accounts. I don't know if there's an english option for buying in euros, I use the Spanish Store since I speak spanish (Its cheaper for the sales and stuff if you buy things). The UK accounts I think are around 60 or something (its 49.99 euros vs. 39.99 pounds). It changes based on the exchange rate.
Also there is an extra 3 month promotion going till the 10th of this month. I get my moneys worth out of both.
The PSP games are technically part of Vita Plus, so it's two games this month. It shouldn't surprise anyone, given the Vita library isn't as robust as the PS3's.

I get that Demon Souls is considered a great game, but it's been $20 retail for like 2 years now, You would think anyone who really was interested in it already has it. I hope this is an indication that we will see Demon Souls 2 at E3.... Sony might as well, they have the original IP so it won't be as obvious a clone as all their MH ripoffs.
I actually have never played any of the Souls games, but I guess I'll download this and give it a shot. I'll try to get a trophy or too before giving up in frustration.
