Soul Hackers comes out in 2 weeks. People say is one of the best SMT games. Get it and you'll be set until SMTIV.

You should play some of the previous games like Nocturne and Strange Journey because they are very good, but plot-wise you should be okay outside of some references and whatnot.

The game that IV will resemble most is probably Strange Journey for the DS, but the press-turn system more closely resembles that of Nocturne. Playing either one will give you a decent crash course. That, or you could go in totally blind and not be disappointed by all the recycled demon art.

Kaneko apparently worked on the story concepts for this.

He's supposed to be a Scenario Planner on SMT IV. No idea how far that role extends though.

Yeah he doesn't really seem to be very involved in much of anything and nobody knows what the deal is. I had this pipe dream that all the teasing and hints Aeana had been dropping would be related to an announcement of his next project but that didn't happen.
