Assuming we are talking about the same version, it was already in English with Japanese subtitles. The exception was the last mission, which was Japanese only.
Not from memory. The changes were mostly menu/balance based and I think the furthest it went was things like new battle quotes.
It'll be more work than X obviously with the new text, but I don't think it will be a huge undertaking.
In the Last Mission segment, yes. Dubbed in Japanese.
The main game also had some new (English) audio (for the new Dresspheres at least, maybe there was more though).
When it was voiced, yeah. There would still be a considerable amount of additional text to translate.

Nah, Last Mission is almost like Re:Chain of Memories, a separate side-game included with the beefed up re-release of another game, though Last Mission isn't quite as meaty as Re:CoM.
But the monster capturing and training system and the monster arena stuff is going to have to be translated from scratch. And anything involving the new Dress Spheres and Garment Grids.
I can respect that, but if SE removes it from this re-release then that makes it's a gimped version in that respect. And really that's okay. I'm not dying to play it based on the impressions given since X-2 HD was confirmed.
What would offend me is trying to sell it later. Include it here as it was with International when it was first released or forget it entirely.

Why would it offend you? If you don't want it, don't buy it? If they feel that the content doesn't justify them putting resources into porting it for this release, but they feel that there are enough people who would be willing to buy it as a separate release later, what's wrong with that?
They can of course do whatever they want and I wouldn't buy it. I still think it's a little sleezy given it was included in the original package.

I think it's pretty dumb to be "offended" over something which you admitted that you didn't even care for to begin with. If DLC is the only way they find it worthwhile to touch up Last Mission while porting it, I think people who actually want to play Last Mission would be happy with that. But when someone who doesn't even care for it declares that S-E should either release it in the package or "not at all", then that just seems... self righteous. Lol.

Fair enough. I see what you're saying. I dunno, I don't think any re-release should have any sort of drawback if it can be helped. I feel like: International came out on PS2 with LM. Now it's (maybe) coming out on PS3 in HD without LM. But you can buy it for extra if you want!

I think you've missed his point. He was referring to the international content of FFX that we had originally. I know I wouldn't be happy to have this cut out and sold seperately.

Ah ok. LM I can see being dlc but not the international content for either game. LM will require more work with localisation so I wouldn't mind if they wanted extra for it
LM is fine, but I can see why some would dislike it as it's not really an "explorable" game.
It's like an extra mission pack except instead of a new area to explore it's more like a giant minigame. Also, the arena will be a dream come true for anyone who wanted FFX-2 to allow changing characters.

That's crazy talk. How can you even have this opinion ? By this reasoning, you'd be okay with a publisher mutilating an already-released game in order to sell it in pieces. So it would be okay for Square to sell Final Fantasy X HD without Blitzball, the Monster Arena, the Omega Temple or the ultimate weapons, all things that were in the original game ? And if Square were to resell you these at 3$ a pop, you'd be okay with this ?

Last Mission is not really part of FFX-2 International. It's a separate game with a different gameplay system. It's not another mode of FFX-2 I or a mini game in the game itself.

What do you mean by this ? That it has a different executable or something ? Because if not: it's part of X-2. Blitzball also has different gameplay than the rest of the game; it doesn't make it any less worthy of being included in the HD rerelease.
Has there ever been a version of FF X without blizzball or the ultimate weapons? No. Has there been a version of FF X-2 without the Last Mission? Yes.
So the situation isn't comparable at all.

No, it doesn't. The International version of FFX-2 came with Last Mission when it was released to give additional value to the full priced re-release. The title is "Final Fantasy X-2 International + Last Mission", and as I just explained, Last Mission is something you select separately when booting the game.

If I've understood it correctly, it's a shitty dungeon crawler with some gossipy cutscenes sprinkled in a few points of the game where they talk about how different people are doing post X-2's ending

It isn't true. The base games will be the International versions. Last Mission is the only thing that could feasibly be DLC, and that probably won't happen either.
I could definitely see this being true.
Just like I could see a Type-0 HD Vita/PS3 release selling more than LR.
