Yeah, clearly not an accident. I would lean towards random crazy sociopath vs any sort of organized terrorist group though. The target doesn't make a lot of sense to me for a domestic terrorist group as they usually go after something related to the government. I guess the tax day/boston tea party thing is possible, but that's almost grasping at straws, as the marathon has nothing to do with either. As for foreign terrorist, it's possible. But unless they horribly botched the execution, it's quite frankly not big enough.

There being multiple explosions makes me doubt a random crazy person.

It was one explosion and then a second. There's no damage to the roads/sidewalks which rules out a gas line or something. It's almost certainly terrorism.

The timing of the explosions don't really make sense if the only target was marathon, unless there was something wrong with the timer.

maybe the target was some VIP guest, but timer went haywire and detonated too late.

I wouldn't be so sure just yet. The explosion looked relatively small, and while the pictures I've seen point to some horrific injuries, it doesn't look like carnage out there. I think we can hope for low casualties, if any.
