David Koresh bears the ultimate responsibility for what happened to those kids. But it was a very hard lesson for law enforcement and looking at stuff like Elian whatshisface from Cuba, I'm not sure they learned shit.
No doubt. Fertilizer plants are like a freakin' bomb waiting to happen. That stuff is bad news.
