Indeed, and imho it would be strange for the USA to push its ideas on what´s racist or not onto the rest of the world, just because they have a history of blackface. People put different meanings into things based on their background and upbringing.
I guess the travel- and businessguides are still correct, when interacting with Americans don´t talk about subjects as race, politics or religion
