Right, him being there bleeding out from the initial shootings. I mean if he had been shot at the time of the car gun fight, there's no way he'd be alive at the time of the second shootings.

This didn't cause any suspicion at all. Nope. Not a single bit. Alarm bells should've rang in the DMV when they tried to register the vanity plate. Hiding in plain sight.

I do think raiding every home within an area of Watertown may have crossed a line though. I do believe the ability to raid each one was useful in the manhunt, and that most people would have willingly allowed their homes to be entered into in the scenario that occurred.

However, at what point is a warrant necessary and what are the limits of probable cause in raiding an entire neighborhood of homes? How wide a range can we claim probable cause in search and seizure of private residences without need of a warrant?

Perhaps there is something I'm not fully grasping that makes the actions in Watertown legally acceptable. Lets imagine a few scenarios:

1) An individual in the Watertown neighborhood was an accomplice of the two terrorists and white hat was heading in that direction for a safe house. If said accomplice, unknown as of then to the police, had requested his home not be searched, would law enforcement still have had reason to claim probable cause in this case? Would they have needed to go seek a warrant at this point?

2) In DC during the DC Sniper threat, the local government never utilized warrantless search of private residences over an entire neighborhood. Did the government have the legal ability to? Is there any threshold crossed by the Boston events that makes it different from the DC Sniper?

3) Lets rewind a decade or two. Whitey Bulger is hiding somewhere within South Boston, and his group is still actively involved in organized crime. What is the reason that every home in Watertown can be searched for White Hat, but not every home can be searched in pursuit of Whitey? What is the legal reasoning that makes these different? I would assume the layman's reasoning would be that White Hat was considered an immediate threat to general civilians with the use of explosives while Whitey was not involved with killing general civilians. We could argue the actions of both are imminent threats. Both were wanted by the FBI. Both were involved in murder.

4) Let's imagine the ownership or use of pornography was illegal, and while on the hunt for White Hat, the police encounter this in an unrelated person's home:

Replace ownership or use of pornography with hard drugs, or with running a meth lab, or filming child pornography. Typically in cases of warranted search of one's home, finding of other incriminating activities unrelated to the original crime can be also tried in court using the evidence found in the warranted search. In the case of a wide range probable cause-based warrantless search of an entire neighborhood for a suspect, would the police be able to utilize whatever evidence was found against the unrelated person? And if that evidence can be used, what is to stop the government from taking advantage of other undesired events, such as serial killers. In the pursuit of a serial killer, the government could claim 1) he was pursued to the neighborhood of the home or offices of a political opponent and is believed to still be somewhere within it, and 2) a warrantless search of the political opponent's neighborhood is required to find the serial killer. In the search, the government purposely searches more extensively political opponents in hopes of incriminating them.

Could someone help with my understanding of each of these scenarios, and what makes each of them different from the Watertown case?

True, but wasn't he shot in the neck and some other place? I would think being shot in the neck would be pretty vital. Though I'm not at all familiar with vital area's of the body being shot that would cause life threatening damage. Crazy crazy.

Police had Black Hat Guy alive and subdued before White Hat Guy ran him over, killing him.

White Hat Guy is a lot more evil than some want to believe.

According to Watertown police chief, Edward Deveau, the elder Tsarnaev was alive when his younger brother ran him over in the Mercedes SUV they carjacked earlier.

In an interview with CNN's Wolf Blitzer, Deveau provided further details of the killing and capture of the Boston Marathon bombers. With regard to the first gunfight Thursday night, Deveau said that after they let the SUV's owner go, his cellphone remained in the vehicle which allowed police to track the car.

When the Tsarnaevs arrived at the site of the initial gunfight, the brothers were in separate cars, apparently, one of them being the carjacked SUV. They encountered a lone officer who Deveau states was instructed to wait for backup. The Tsarnaevs however, got out of the cars and began "unloading" on the police officer in his car.

Backup arrived and a massive gunfight ensued, including more homemade explosive devices. Eventually Tamerlan came out from cover and approached the officers, firing as he did. He then ran out of ammo and officers took their chance.

He runs out of ammunition, the bad guy, and so one of my police officers comes off the side, tackles him in the street trying to get him handcuffed, there's two or three officers handcuffing him in the street...at the same time, at the last minute, they obviously have tunnel vision, very, very stressful situation, one of them yells out "look out" and here comes the black SUV, the carjacked car, directly at them. They dive out of the way and he runs over his brother, and drags him a short distance down the street—In effect killing his brother?—Yes, that's what we think.​

Hours before his death, Tamerlan reportedly called another estranged uncle living in Maryland, Alvi Tsarnaev, and asked for forgiveness for their lack of communication.

The neck is a pretty large area. I assume he didn't get hit in any major artery, probably grazed. And he could have/probably did apply pressure to the area himself to stop the bleeding.

I highly doubt he intended to hit and kill his brother. A combination of panic and adrenaline.

There aim was to cause terror, which they did, taking 1 life was probably enough so to say, showed its still possible to do such a horrible attack in this day and age in America in a pretty decently sized event.

Thankfully it was not as bad as it could have been and those survived recover with no more deaths.
 
is there any confirmation on whether or not suspect #1 (tamerlane) was wearing an explosive vest?

i heard he was, and that a detonator was found on him at the morgue. not sure if that's accurate
 
So was there a second shootout with suspect #2? Then he got away from the cops again and got into a boat? I'm still hazy on the last part of the manhunt.

was confirmed multiple times over the police scanner as they searched for suspect 1

I have to assume they expected a lot more, and were willing to do so again, if they did not get caught. Probably why they didn't leave too

Well several news sources stated that he backed-up over him, so in that case it would be probably by accident. Even if he ran over him head-on, I doubt it would have been intentional.
Interesting to hear that he was just cuffed though. I was wondering how bad his injuries were before he got run over.

His brother probably feels like shit knowing that. Not that the bastard is getting any sympathy from me though.

I don't think he will talk anyway. He just passed a citizens exam a year ago, so he's probably well aware of his rights. So just give him his lawyer and do all this above board.
 
So looking back at it, were the brothers ever considered possible subjects by the armchair csi crowd?

Also any updates on the wheelchair guy, did he pull through?

yeah i know, i was listening, but even on a police scanner, not everything said is accurate

if it's true, he must have still been wearing it when he was tackled and handcuffed - i don't see why he would take it off

as far as i know, the brothers weren't in any of the photos that reviewed by sites like reddit and 4chan. many of them were taken well before the bombs went off, so it was unlikely that the suspects would have been in them

Regarding no. 2, hope he wakes up soon and spills the beans. We want more info!
 
Was it explained how they and the MIT security guard came into contact? The chase began after that, so isn't it likely they had the explosives on them when they met the guard?

I also saw reports on the initial day that the marathon had received a bomb threat prior, and this probably accounts for that original eyewitness account of hearing something about a bomb drill.
