Bahaha so revelation here: I've never played FF6, but always assumed Kefka was a female because the name sounds feminine to me for some reason. So point and laugh.
On topic, the whole MGS series seemed to do a good job of playing with the idea of sexualized female enemies. Sniper Wolf, Fortune, the Boss, the Beauties (geez listing them they kind of look like tokens).
Either way, MGS has consistently included them.

I didn't find her as bad as the other fairy, at least the generic girl would consistently buy stuff at like 105% value, that stupid fairy sometimes won't buy on the first offer regardless of how low you go - killing your chain.

Niao Sun from the Shenmue series. We know her character appears sometime after Shenmue II. Why is she in this topic? Well she holds a same rank as Lan Di in the criminal organization "Chiyoumen". That theoretically makes her a villain. We'll never know for sure until Sega makes a third game.

Oh, I know, but she doesn't show up until later (and if you want the fairy to buy on the first go you actually have to go to 102 or 103%.) Worse yet is the scammer who tries to sell you stuff for much more than its value - you get to choose between buying it, or losing your combo. But most people are familiar with the little girl, since she was in the demo.

The last Prince of Persia I played (PoP 2008), was dreadful though.
I'm still not sure why Tifa didn't just punch her.
Mistral was ice cold towards Wolf at the end of the DLC.
