It's reasonably simple.
1. Find shadow of fish in water
2. Plop float in water
3. Wait
4. FISH ON!
5. Slam action button!
6. You caught the fish!/It got away
EDIT: I can't remember if you can lose the fish while it's hooked, but you really have to be careful on approach or the fish will scare and swim off.
Please do. Also check if its the same thing with rocks. I'm curious how many there are typically (and I mean the ones with MONEY lol).

I haven't played animal crossing in 8 years. I'm seriously getting a massive nostalgia rush while playing the original gamecube version. This was my favorite game in my childhood. My mom was also obsessed with it so we always argued who should play first, lol.
