Is Resetti also going to be in AC:NL? I mean, what kind of purpose will he have there?

He will pop up the first time you exit the game without saving, telling you that they didn't have the funds to build a reset center for him and his pals, so he doesn't live in your town anymore. You can build a reset center through the public works program. That way he'll be there again to bother you whenever you forget to save.

Can you explain how that stuff actually works? Like when you're scanning clothes, do you have to scan all four sides? How do you access stuff after it's scanned?

I actually don't have any plush ones. At a certain point I put my foot down on how many I bought because it was a habit my mom introduced me to.

I do have little AC charms and the mini figs with the houses though. And a Brewster that hangs out by my coffee pot ever since WW came out. And I'll have Isabelle when she releases.

If Nintendo were savvier/skeezier (delete as appropriate) there'd be tons of DLC planned based on stuff from other games. LittleBigPlanet did that stuff excellently, I wish Animal Crossing would try similar things.
