No if about it. There is no downclock and there never was. What you saw at E3 is what the console is capable of, and that's just at launch with a more challenging architecture design that requires more care. Not like I don't think a 850gflops part or something around that couldn't impress in a console, because it could, but I figured E3 would at least challenge the perception that the Xbox One is as weak as some want to believe, and it more or less did so successfully.

Judging by E3 the visual gap is going to be a lot less then people expected.
It never made much sense to me that they would downclock to improve yields. If anything, maybe the One was originally supposed to have 48 or 64MB of ESRAM and they had to cut that down. Or maybe it had the 18 CUs that the PS4 does but they disabled 6 of them. 800mhz shouldn't be a hard number to hit on a 28nm process with a 2 year old architecture.

Judging console performance based on launch games developed on dev kits with moving target specs isn't very wise.
Yup, this is where the LCD kicks in. Multiplatform developers will develop with the Xbox One's limitations in mind, since they have to be certain their game will run on that platform.

Why are the downclock rumors considered unlikely now (per the OP)?
well the way the games look at this early stage compared to the competition and the specs that we know about do paint a picture of the graphical difference being similar to this generation.
People were saying that the PS4 would 1080p 60fps and the X1 would be 940p 30fps etc
well BF4 has been confirmed 1080p 60 fps for both PS4 and X1, though I do expect the PS4 to have a better AA soultion and slighting better textures, and in my book thats a pretty small difference.
