Brazil are low in the ranking because the ranking is based on competitive matches which Brazil have not been playing as they are already qualified for the WC. Even so the rankings are complete rubbish, just look at how high England are rated.

They count friendlies as well, just as long as it's the A-team playing, which have not gone that great for Brazil lately. They weigh important matches more over the past 4 years, but Brazil hasn't done too well in their competitive matches, either. England is definitely overvalued, but it doesn't help Brazil that they just tied this month.
