Microsoft won't ever get Europe.
They just don't understand the market they're in.
Their store is plain awful in most countries. And the region locking only helped aggravating the situation.
And mainland Europe really doesn't care about exclusives (Gran Turismo aside): they care about 3rd party big names (I'm talking general audience here).
So they buy where it's cheaper. That's the only thing that kept the 360 afloat in EU: earlier availability and price.
Now those are gone.
